Integrate TCWIKI in Help menu

I've done this across the usercmd.ini, but I think it would be also interest other users too, mainly for beginners.
So it should be link to the TCWIKIDE in the WCMD_DEU.MNU and to the TCWIKI in the WCMD_XXX.MNU.
