BTB icons redrawing after setting off the focus from it

Possible bug, reported on russian forum:

1. Set focus on button bar using Alt+Shift+F11 or cm_FocusButtonBar.

2. Change focus to something else for example by pressing Esc key
-> Total Commander redraws/refreshes the button bar.

If you'll set focus in 1st step using mouse TC there is no visible redrawing/refreshing of button bar.

It's reported that to reproduce the effect may be required to set a non-standard size of icons for button bar.

Unfortunately the refresh is needed to avoid some artifacts in special redraw situations, sorry.
