I searched around a bit and I didn't find anything about it, so:
Why cm_ConfigSaveSettings saves current TC position and size too ?
I always read that it should do the same as closing TC, and that doesn't save position and size.
You should use cm_ConfigSavePos to save them.
Is it a bug or was it by design ?
Why cm_ConfigSaveSettings saves TC position ?

Why cm_ConfigSaveSettings saves TC position ?
Happy owner of license #12422 since 1997
IIRC cm_ConfigSavePost was added at a later date, but I'm not sure.

It is by design. cm_ConfigSaveSettings is the same like menu entry "Save Settings".
Total Commander Help wrote:Configuration - Save Settings
With this menu option the current file display settings and directories are saved, even if auto-save is turned off. It also saves the current position and size of Total Commander, and the current tabstops in the file windows. The position is saved separately for each screen resolution.
