Yes, I know. Maybe something's wrong on browny's system, more specifically somewhere in the 32 bit registry key.

I hope you're aware that 32 and 64 bit programs use different registry keys.

Very long time passed since I read docs on registry settings for .ini file location; also I do not use installer.
