Please consider that creating a distribution which has many plugins and addons included is always a traffic problem too. Given that such a distribution is 5 MB and the package is downloaded only 1000 times traffic will be 5000 MB.
Whoever provides such a distribution requires a lot of allowed web traffic.

Offer the unmodified original TC distribution and a plugin-enhanced distribution suited for beginners.

Plugins are selected by popularity and recommendations of the experienced userbase. This should take cover of the need to only include matured stable plugins which are known to not break/interfer with something. The pluginenhanced pack will be (after a base is setup once) updated automatically to keep administration efforts as low as possible. In a sticky thread users can talk/make suggestions/call for polls about the enhanced pack.

Maintenance is probably best kept in the hands of the 3M - teh Moderate Moderating ModeratorsTM. :)

Who said that this isn't a long awaited feature for new and/or inexperienced users?

If you overrule a huge file-type support base in the form of "plug'n'play" it's like you overrule many successful living examples.

Before using plugins new users have to find their interest in using TC.

The first thing I change (customize) in TC was the default display ( you know the ugly one).

I think that the default display has to be change into something less frightening!

I do like the beauty of cmd.exe except that this beauty is hiding the power behind it ! :D

I would like new users to be able to see the power of TC before being afraid of the default appearance :!:
