Unicode: passing name to external program

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

I have a Unicode name, where both folder *and* file name are Unicode (I mean file name without path). Try to open a program with parameter %L on such name, you'll get an error: TC changes folder name to short, but forget to change file name to short.

For ex., try on Universal Viewer, which has parameters "@%L" in button props.

I'm sorry but this isn't currently supported. Full Unicode support is planned for TC 7.5 or 8.
