TC doesn't detect UTF8 at FTP if connection is not stored

Is this server really sending the names as UTF-8, and TC detects it? To me it doesn't look as if TC could detect it with this login...

Yes. Filezilla server send filenames in UTF-8 from 0.9.15 version.

However, Ctrl-N works fine in my case. I think i should make video of this process.
