POPUP "Edit .&INI Files..."
MENUITEM "&WINCMD.INI", em_editwincmd
MENUITEM "&USERCMD.INI", em_editusercmd
MENUITEM "WCX_F&TP.INI", em_editwcx_ftp
MENUITEM ".W&LX - LSPLUGIN.INI", em_editlsplugins
MENUITEM ".W&FX - FSPLUGIN.INI", em_editfsplugins

the first menuitem will be displayed as "totalcmd.ini" not "WINCMD.INI". Is it a bug?

No, it's by design form the Author. Old WindowsCommander things are remapped.
I hate it, and my TC folders are still WinCmd! One point again to hate ms.

Try to use some non-english letter which is similar to one of W, I, N, C, M or D. For example, in Russian there is letter 'С', which looks exactly as 'C'.

Just to confirm that Mikefield told you the truth (of course, he did): "wincmd" becomes "Totalcmd" in menus.

Maybe just call it a "misfeature"? Anyway, I will unfortunately have to keep that, sorry.

I don't understand necessity of this action. You should just replace wincmd with totalcmd in standard language files (which included in setup archive) - old language files is not your problem - officially you fixed your distributive. BTW, any user may install WC 3.51 - and it will be named as 'wincmd'.
