[8.0ß1-x64]No Support of %COMMANDER_PATH% for Plugin Install

After installation of all available plugins with %COMMANDER_PATH% as install directory no plugin works. After replacing %COMMANDER_PATH% in wincmd.ini with the proper absolute path plugins works fine.

I can confirm this for content plugins. %COMMANDER_PATH% seems to work allright for packer plugins.

I don't have any 64bit file system or lister plugins to test with.
