[x64] Aero+Lister: '?' in menu instead of Cyrillic

Don't know why only Aero or Basic themes are affected, but it seems that Lazarus thinks that menu items text is in UTF-8 in theese themes...

Was reported on Russian board, I can confirm the bug. Strange that it wasn't reported yet...
