+[8.50b5] Bad default position of Sync dialog

Problem may be reproduced under WinXP SP3 with display resolution 1162x864. Start TC with clean INI and open Sync tool. Sync dialog appears in right side and partially off the screen. Screenshot.

Strange, I will check it - it's still on the screen here in 1280x1024, but it should better be centered over the main program...

The sync dialog should now start centered over TC when using a fresh wincmd.ini. Could someone test it, please?

TC 8.50 beta 6 32-bit: works properly with screen resolution 1024x768 (in opposite to beta 5, where window was miscentered).
