The website seems to be outdated quite a bit, so I am opening a thread to discuss the website.

I will start off by mentioning some outdated information.

Is it still recommended packer for use with Total Commander? What exactly does it mean?

The binaries are hard to find. They can now be found at ftp://ftp.info-zip.org/pub/infozip/win32/

Unfortunately this version does NOT support high ASCII characters like German "Umlauts" and French or Scandinavian accents! You should use the internal ZIP packer which supports all this! As said before, I think "Zip-NT" is not a good term to use. Change to "Info-ZIP's Zip" ?

What is this format? Aren't JARs ordinary ZIPs?
We are not so S.M.A.R.T. as we imagine...

Still contains dead link. And the info seems outdated, or is the new libdeflate library also based on ZLIB by Info-Zip?

Yes, if you need both an external packer and unpacker. While 7zip is supported now, only packing is supported because 7zip lacks some essential switches to be used as a 100% capable unpacker (e.g. for unpacking directories from subdirectories).
French is still missing.
I wonder whether German should be mentioned because the homepage is English only. Here is what the Mozilla foundation (Firefox) write about the header:

IMHO - it's a bad practice, and much better will be - not to mess up these 2 different ways to inform the people.
Pls, continue the support of updating the WhatsNew regarding the Android's version of Total.

I still think it is not clear when it is recommended. People might think it is recommended to use that instead of using the internal packer. Alternatives:
Add "external":
32 bit command line ZIP-compatible packer, recommended external packer for use with Total Commander
Change "for use with Total Commander" into "if you need an external packer":
