In the Configuration - Misc. dialog, when I press the down arrow button for the list of existing hotkes, the Russian translations have invalid encoding.

See the selected item and the one below: instead of "вверх" and "вниз" (UP/DOWN) there is garbage.

In the dropdown list of all the keys the translated names are displayed correctly.

The problem is reproduced only in 64-bit version.
