Error messages when a program cannot be run

Why doesn't Total Commander show a specific error message in case an executable cannot be launched after it is double-clicked, if Explorer does show a message? Instead TC shows a message box saying:

Access denied!

which is unhelpful in determining the cause of the error.

For example, Windows Explorer might show this error in case the program has a higher subsystem version requirement (on Win2K/XP)

Test.exe is not a valid Win32 application.

Not accurate, but at least it tells the user that the error has nothing to do with "access". In case the program has an invalid or absent certificate (on Win Seven), Windows might say:

Windows cannot verify the digital signature of this file. ....

Executable program says nothing. Windows is guessing what problem happened.

Windows validates a few headers and refuses to start the program, so yes, the program doesn't get to say anything. But it is not guessing.

In the meantime I found that if I right-click a program and choose the default bolded menu item to run it, I do get the same message from Windows instead of Access Denied. In theory double-clicking should run the same command.
