Total Commander

I seem to fulfil all prerequisites:
Android debugging enabled;
ADB Device listed in Windows Devices;
Android device active (i.e. no lockscreen);
ADB Binary path set up.

When I try to connect I get this:
Connection to ADB server
Connected
ADB Write: host.transport:ceXXXXXXXXXXX
ADB Read: device offline

You connected your device with an USB cable to your windows OS?
Where you get the error? In windows or on your Android device?
