I suggest two solutions
1- When select different library from the dropdown list, auto check the option (●) 2: (if it is not) 2- Enable/Disable the dropdown list according to (●) 2: state[Set default icon library dialog] auto select option (*) 2:

In Set default icon library dialog, sometimes i press OK button directly after selecting different library, then i have to re-open the dialog again to check (●) 2: first
