New phone can't access LAN share via DATA but ok via WiFi

I have a new phone, Samsung Galaxy Note4. Upgrading from Note2.

Both phones Android 6.01, and same total commander and lan plugin.

On old phone, I could turn data on, turn my VPN on, and access my same LAN profile set up to a local ip address as when I had data off, WiFi on.

On my new phone, the profile works on WiFi, but when i try it via DATA, i get a pop up:

Failed to connect 0.0.0.0<00>/192.168.77.250

Under Applications in Android, i checked, and it has all permissions.

I can do FTP ok, but it messes up my file dates, on photos, etc, so i need this to work for my applications.

The error Failed to connect 0.0.0.0<00>/192.168.77.250 means that no TCP/IP connection could be established to the server 192.168.77.250 (0.0.0.0 means that no specific network interface was chosen on the client side). It's possible that the SMB port gets blocked by a firewall.
