Internal comparer behaviour when ONE-SIDE file focused

Currently if there is no selection and we focus one-side file and run internal comparer, TC opens comparer with empty target file path.
Perhaps it would be more useful to configure this behaviour for internal comparer:
0 (default): open comparer with empty target file path, as now.
1: open comparer anyway with missing target file, to allow editing its path.
2: open comparer with focused file in target panel as a target file (i.e. do not require it to be selected when one-side file is selected in source panel).
