Lacking Bluetooth permission

I tried copying some files from my phone to my PC.

I paired the two devices. They remained paired (but not connected though). I then tried to send some files from TC (phone) to the PC via bluetooth. I was asked by Android if i want to permit TC to find nearby devices (or something similar) and i responded Yes. The process started but i received the following message:

Connection failed! UID xxx / PID yyy lacks permission android.permission.BLUETOOTH.

What exactly is the item that lacks this permission? TC or something else?

EDIT: TC has the "change bluetooth connectivity" permission.

Which Android version do you use? On Android 12 I'm getting the same request, but the file is then sent just fine.

I'm using Android 12.

EDIT: In my case though, the file is not sent.

It seems to be a faulty Bluetooth implementation on some Xiaomi and Oppo devices:

I will try using the workaround described there.
