I have some TGZ archive. When I open it I see the TAR file inside, then I enter it and see set of files and folders. And on any of these files/folders I cannot get the Properties dialog. When I press Enter, just nothing happens.
I could reproduce it only with one of the archives - it was donwloaded from ftp.freestandards.org if I'm not mistaken, but I don't remember exactly the path. So I uploaded this archive here:
http://rapidshare.de/files/11293910/lts_vsx-pcts-3.0.0.1.tgz.html (2188416 Bytes)
I suppose, this happens because of the dot-named folder inside the archive, but WinZIP and WinRAR handle the archive correctly.
Tested on WinXP SP2 Pro, TC 6.51, 6.53, 6.54pb1.

your assumtion seems to be false.
I have recently downloaded mediawiki-1.4.13.tar.gz which contains a folder "mediawiki-1.4.13" where I can access the properties easily.
On the other hand there is another Tar
Newzgrabber 1.1 where you can't access the properties, too.

That's because all the files are named like this:
./DOCS/posixgde.pdf
TC removes the initial ./ (which means 'current dir'), but then the files can no longer be found by name, so some functions including Alt+Enter cannot work.
