To reproduce (XP x64):
1. Create C:\1 and C:\1\2 directories
2. Create a shortcut to C:\1\2
3. In C:\1\2 Properties dialog->security tab->Advanced uncheck 'allow inheritable permissions (...)'
4. In C:\1 Properties dialog->security tab remove all permissions, so nobody can access C:\1 (but C:\1\2 access rights stay fine).

When I 2-click the shortcut, it's opened in Explorer.

Cannot confirm. I created shortcut using Ctrl+Shift+F5 in TC and my TC enters nested folder when I execute LNK. But upper folder can't be opened since it has no permissions.
