Some categories empty in command browser in certain cases

Steps to reproduce:

• Right click on buttonbar
• Add new button
• Open the command browser
• Choose usercmd.ini category
• Create new user command
• Open the 2nd level command browser here
• Cancel the command browser without selecting anything
• Cancel the user command dialog
• Now browse through the list of categories in the 1st level command browser. Some categories are empty some are not.

I can confirm that. The translation file is unloaded when closing the second command choose dialog, so it's unvavailable in the first. I will re-load it.
