Compare by content and utf8 files.

I have two files. They have polish letters:
File 1:
JESTEM STĄD.
File 2:
Jestem stąd.

They are equal, but first has capital letters.

When files are in ANSI (saved by notepad), compare by content shows that these lines are equal.
When files are in utf8, compare by content shows that this lines are different, bot no difference is shown.
