When I google for
combase dll
there are a lot of hits where people are having all kinds of problems with crashes in this DLL. Maybe you can find a hint about solving your specific problem. One user writes that it doesn't happen in a newly created user account on the same PC where the error occurs otherwise.

What I see in your GIF is no crash but a freeze, i.e. the application doesn't respond to Windows messages. Please note the difference! If an application crashes, its process is terminated in some unexpected way (with or without an error/crash message).

It's very much possible that your anti-virus software (even Windows Defender) is just scanning the plugin files. It's also possible that TC will unfreeze eventually if you wait long enough. Did you try that?

@Dalai
As you can see in my test above TC crashes with an entry in the Windows WER.
Anti-virus ist Kaspersky in my case and there is no problem with it in this test.
So I guess the problem with this plugin may be related to Christians finding.
I don't need this plugin for myself, I just made some tests to confirm the original posters error.

Since TC freezes, you could try the tool "what is hang" to find out what's causing the hang:
