How to modify files with unicode name ?

I have troubles with using TC to open files with a unicode name.

When I save site in some asian site, it always save files in a unicode name. But after that I can't use TC to open these files.

How can I open these files without changing the name of these files (what just can be done in the WinXP Explorer)
