installation fully automatic 9.21a

Could you, please, provide worked information about unattended installation, for version 9.21a?
Exactly I'm interested in only 64-bit version.
Available instaler (https://totalcommander.ch/win/tcmd921ax64.exe) contain only following files:
FILE_ID.DIZ
INSTALL.CAB
INSTALL.INF
INSTALL.LNG
LIESMICH.TXT
README.TXT
TotalCommander.URL

/AHLMGDUK mostly enough and it work, but software should be installed in "Program Files" directory, so I have to use the second variant.
Link for sfxhead_installer.zip (https://plugins.ghisler.com/addons/sfxhead_installer.zip) isn't worked.
In menu Configuration - Options - ZIP packer, set the pack rate to '0' (store) - There is no such position "Pack Rate".

Set Configuration - Zip packer - Internal ZIP compression - other to 0.
