7zip should be doable as a plugin within about a day, so I wonder why no plugin writer has tried that yet. The source is available, as well as the source for many packer plugins, it's just a question of how to combine the two. I'm currently too busy with things within Total Commander to write external plugins, sorry.

My opinion:

Things like this, formats that are not so widely used, should not be built into TC itself. Especially when the code is freely and widely available, so that writing a plugin should cost only a few hours.

FYI:
- RAR v3.4 now also supports 7zip unpacking.
- 7-Zip 4.07 beta has been released.

And also full tgz (tar + gnu zip) and bzip2 (but bzip2 anyway is contained in 7zip, AFAIK) support.

I replied Yes, but I believe it is better to implement it as an external plugin (yes, it's available via the MultiArc plugin, but the configuration is a real mess).
