I agree to make default icon size DPI-dependant. Larger icons will look consistent with larger controls, fonts and other window elements.
I am using 16x16 on standard screen and 32x32 on high DPI but I voted for 24x24 as default.
For me 16x16 are enough on usual screen as I know all icons I have and their meaning.
I chose 24x24 because I think that little bigger icons may "push new users" to click on buttons and learn what TC can do.
