I needed a touch utility that would work on multiple selected files and didn't find one. Did I overlook something or is this something I should write myself?

Files => Change Attributes can change attributes and timestamps of the selected files.
Is this what you had in mind by asking for the (Unix) utility "touch"?
(Check section 3c "Menus" inside the T.C. help, please.)

I had to believe it was in there somewhere, but I just never needed it before. I've used TC's change attributes before, but only a few times and many years ago, and never on timestamps. Usually, I just use the right (or left, depending on how you have it configured) click menu to change a single file attribute. I also have used ATTRIB and ports of touch and chmod before when changing files which I could easily specify using wild cards. But this was the first time in ages that I actually needed to be able to select files with different names and change the timestamps all at once.
