Checked in TotalCmd 7.0 & 7.02.
I tried to unpack the basket-1.0.2.tar.gz file (sources of KDE Basket 1.0.2, http://basket.kde.org/downloads/?file=basket-1.0.2).
But instead of 13 230 891 bytes (as in WinRAR), I got 626 094 891 bytes unpacked.
Empty files like basket-1.0.2\admin\CVS\.svn\empty-file (0 bytes) were unpacked as 13 619 200 bytes.
Empty files in tar.gz archive are unpacked to 13Mb files
