if path or filename have special char,copy,sync have problem

if path or filename have special char,the totalcommand can't go in the path,and copy have problem too. and sync have problem too.

i have test,use unicode API,my program can read these files.
hope fix.

TC 7.5 will have full unicode support, be patient ...

The 7.0x versions have delayed the addition of new features so we are hungrier than ever!

Version 8 is getting closer and I'm still getting haunting nightmares about macros!
