Yes, but those names follow the convention - PLEASE try with a copy named wcmd_fra2.lng (while having the TotalSQX_FRA.arj in the language directory).
The issue is that Total SQX first looks at the name of the current TC language file. If that name follow the convention (having _fra just before the extension dot) it uses the corresponding TotalSQX_FRA.lng file. But if the language can not be deducted from the file name, then Total SQX looks at the first line in the current TC language file to read the language there in order to find a similar language in the language= line of its own .lng files. But apparently Total SQX then looks in every file (not just .lng files) in the language directory in disk order, so if a file like TotalSQX_FRA.arj is read before the TotalSQX_FRA.lng file then Total SQX can't find the language.

(to avoid the mess in my INI when changing the language to English for tests),

Don't worry - I saw that. I tried to open the archive in Squeez but it has been displayed as empty. I guess Squeez ignores all paths containing colons somewhere in the path. I still think the best way to handle the problem is to contact the Squeez author.

even if his brain is nicely filled and the hands clever…
- I hope for an update when possible, but it works with 7.5 to me still.

Basically yes but currently not on a very high priority. Maybe lack of time isn't even the main reason. The first reason reason beside that is the lack of improvements in the packer plugin API. In general the API needs improvements to make packer plugin development more attractive for developers.
When you take a look at the list of limitations in the help file you'll see that some basic functions doesn't work for SQX or doesn't work very well. This is because SQX works quite special. This would require some special functions just for SQX. I'm not sure whether Ghisler will add them. It would be also possible for the SQX library author to add more compatibility to TC's packer plugin library but he hasn't done it so far.
All this together makes further development difficult and not very promising. Anyway the 2.0 beta has been out for quite some time. I will fix some more bugs and make a series of tests. If this is successful I will release a new version as 2.0 final. Maybe I will even ask Ghisler to this version to his homepage.
Unicode support would be possible. I haven't really investigated how much work this would be. If the effort is reasonable I will certainly add it. Other functions which I would love to add really depend on the future of TC's packer plugin interface and the SQX library.

Have you asked Christian about adding some special functions just for SQX? If this compresses as well as advertised, I would think he would be interested in helping out.
And with the beta version do we need to add the add-on pack for 64-Bit windows files? I added the 4 ZZL files in the sfx directory, just to be sure.
