You can never copy folders to "nul", only files.
And I understand why this is so clearly.
I used this feature to test the integrity of files uploaded on a floppy - after copying, you copy them back to "nul" and see if they are readable... I see no other purpose of NUL, am I blind?
If this is your situation, you can press CTRL-B to display ALL files in subdirectories, then select them all and copy to NUL.
That's it!

To verify your copies, why not use the absolutely best way: Synchronize directories?!?! Check Subdirs, by content, and ignore date. This way, you will get a 100% verification that the copies are identical and working.
The NUL device is very good in batch files, ie copy a.txt a: >nul will suppress "1 file(s) copied." - message on the screen.

It's sufficient to enter nul as the target, TC will translate this to c:\nul (which also works as target).
