Horizontal scroll with "Tilt Wheel" problem

I have Logitech mouse with "Tilt Wheel" and when I using the tilt wheel, only the scroll bar on bottom of the window scrolls left or right. The content of the window not scrolling with the scroll bar.
Scrolling with rolling the wheel is correct, and scrolling with push and move the wheel is also OK.
The Tilt Wheel function is fully functional in notepad or chrome browser...

TC uses a standard Listbox contol, and relies on the correct handling of the scroll messages by this control. Apparently the tilt wheel directly sets the scrollbar position without scrolling the actual window.
