Bug lister.exe(16b)? Window not focussed after open dialog

Concerns LISTER.EXE 16 bit version 2.11 english (LISTERE.ZIP)
(stand alone lister from TC)

1) Execute LISTER.EXE without arguments
2) the "Open" dialog appears. Select a file and click OK
3) the window of LISTER.EXE does not have focus.

I use Windows 98
