FTP Port problem

I'm trying to connect to FTP server on port 22: ftp://xxx.xxx.xxx.xxx:22 on Win2000 SP6a
After connection established server asks me to enter ID and Password and after I entered it TC6.01 tries to execute "Get DIrectory" and gives me the following message:
530 Only client IP address allowed for PORT command
and pops up the window "PORT command Failed!"

As a result, I'm connected to the server, but see nothing, just a blank panel, and cannot do uploads or downloads

Does anybody know, what to do?

Sounds like a firewall which allows only a specific IP address to connect over port 22 ?
