[8.0ß22-x64] Packed file properties: non-even time not shown

1. Download (or create yourself) a RAR archive with some files that have non-even number of seconds in their timestamp (sample archive).
2. Enter the archive, press Alt+Enter on any file.
3. In the Properties dialog the timestamp is shown rounded to the even number of seconds. In my sample it will show 07:57:00, while TC 8.0β22 x32 and WinRAR show the correct time: 07:57:01.
