Get only selection in panel

Is any ways to get only selected files and folders in panel ?
If nothing selection in panel - then all commands (2017, 2018,2021, 530, 2031, 2041, 2042) think that single file under cursor is selected.
Parameters %N, %S, %L - too...

And only commands 530 cm_SaveSelection and 529 cm_RestoreSelection can understand - is single file selected or not selected. And if nothing is selected in the panel - nothing is restored.

Can I get filelist that was saved with cm_SaveSelection ?
Or any other ways to discover - is file selected or not.

Why is this is a problem? The file under the cursor is treated as selected when nothing else is selected. External tools should handle it this way too, to be consistent with internal functions.

Why is this is a problem?
It's not problem for simple users.
But in different scripts (selections in panels with parameters, running programs or open selected files etc) it's a big problem and have to find sophisticated workarounds.
