FTP speed limit bug

I use TC 6.02, win XP pro, 100Mbit LAN.
When I download files with TC FTP, I download 6MB/sec. Sometimes I don't want to download so fast, so I use speed limit checkbox, and the KB/s textfield. I write in the textfield 500, but TC downloads only with 120KB/s! If I change the number to 800, TC downloads again much slower than it should. If I uncheck the speed limit checkbox, it downloads immediately with a lot of MBs/sec speed, correctly. But limiting doesn't wor well neither in TC6.02 neither in an earlier version of TC. I have reinstalled windows today and it does this. Please correct the bug ASAP or tell me what may be the problem and how could I correct it.

Speed limits for FTP don't work very well for such high speeds (technical difficulties). I would have to use larger buffers, but this would cause problems with slow servers.

So... there will be never solved this problem in future TCs? :(
