Cmds browser doesn't show em cmd w/o cmd or tooltip

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

Commands browser (cm_commandbrowser) allows to make but then doesn't show the user command if it doesn't have the command or tooltip definded. So to remove such a command user has to manually edit usercmd.ini.
The example of such command from usercmd.ini:

I have a the suggestions for using of such dummy commands so please don't remove the ability to make them using command browser, just allow Command browser to show them.

Empty commands are ignored by TC.

In a mentioned suggestions topic I just asked to change this behaviour.

However if you'll decide to leave the current behavior as is (i.e. not try to execute these commands), I think it will be good if "Command browser" will at least show and allow to delete such user commands (reason: it can make them). The buttons "Rename/Copy..." and, maybe, "Edit" then may be disabled for these commands, as well as the OK button in the "Change user command" dialog if the "Command:" field is empty.
