Some wincmd.ini keys are not described in help

There are some wincmd.ini keys that are important enough to be mentioned in the help file:

• OverrideDPI, OverrideDPI96
• [Packer]::LastUsedPacker64
• CompareBytesPerLine
• All [*Plugins64] sections
• [1024x768 (10x20)]::CompareDivider (other divider positions are described)
• [SyncOptions]::<name>_Flags: missed value 16 (empty dirs) for Block1

Also from wcx_ftp.ini:

• [Site1]::Encoding
• Section [|empty_folders|]
• Section [|FSPlugin|PluginName]

Confirm all mentioned keys added/updated in 9.12rc3.
