So then TC's default hotkeys are "hard-coded" and can neither be bypassed or changed?

While not a bug, that can prove to be a bit inconvenient.

I do run TC as an Admin in order to have total access to all Windows 10 files. At the same time, while I do not run most other programs as an administrator, my user is a member of the Administrators group. This is for both convenience and at times need since I am often installing and/or testing Windows 10 builds and how they work with other software. This then prevents conflicts the need for admin approval a multitude of times.

Well they can be changed (remapped), but only for use inside TC.
