[9.2x] Mouse Drag UpDown Controler Position will be reset

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

This becomes also obvious if you do the following:
1. Hold down the left mouse button and drag the scroll bar upwards - keep the left mouse button pressed
2. Move the mouse cursor with pressed left mouse button to the left in the path line to the upper edge (left of the star)
3. While still holding down the left mouse button, move the pointer up and down slightly at the top of the path line

The scroll bar moves up when you move the cursor slightly down.
The scroll bar moves down when you move the cursor slightly up to the edge of the path line.

The same effect can be detected by moving the scroll bar down and the cursor to the TC command line instead of the path line.

Whenever the cursor is moved over the path line or command line, this effect occurs.

There are many softwares that have optimized this function. Regardless of the actual mouse position, only the coordinates of the point where the mouse starts to drag the slider will prevail. Even if it is beyond the "above" or "below" for a long distance, it will still be considered dragging. Slider at "top" or "bottom" without reset

This seams to be a general Windows misfeature. Try for example in notepad.exe, it happens there too.

Could you please enhance this feature?

No, this is handled by the Windows scrollbar control.
