Installing TC As Non-Admin Falls At Last Hurdle

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

I don't exactly remember what's been wrong in my case, but I'm pretty sure it's been under Windows 8+ only.

Actually you can install TC 32-bit and 64-bit to the same directory, which is the recommended method (and done by the combined installer).
