TCMP Notification bar and Lock screen control different behavior

When Total Commander for Android starts, TC Media Player control appears in Notifications Bar. However, on Lock Screen it appears only after playing something it player. What's the reason of this difference? I think making TCMP control to appear on lock screen after TC4A start even if nothing was played would add convenience to a player.

It shouldn't appear when TC starts, except when TC was terminated abnormally while the player was active. Then Android itself restores the notification.
