Custom Name Sorting

How do I sort and rename files according to a custom sorting scheme?
For example, in Windows, hyphens are ignored entirely and dashes are ordered before alphanumeric characters.
However, I want to sort files that use these characters such that 1 > 2 > A > B > ... > - > _.

Does the Multi-Rename Tool offer such functionality?

AFAIK Multi-Rename Tool sorts files like they are sorted in file panels, and sorting in file panels may be configured (there are 4 sorting schemes).
