[9.50b4x64] Crash when opening menu if WCMICONS.* are missing

1. Delete any of the files WCMICONS.DLL, WCMICONS.INC in the TC installation dir.
2. Start the 64-bit version of TC, try to open main menu.
3. TC crashes:

9.50 32-bit version works fine in these conditions, as well as 9.22a 32- and 64-bit.

Confirm fixed in 9.50β5.
