Probably not a bug but a language file mixup, but:
After some bug hunting when setting up a new website where I got some confusing errors I realised that something was wrong with the checkbox options in the dialog box showing up when uploading to an FTP site from a zip-file. Seems the two checkbox options are switched around so that the "Convert file names to lowercase" option is actually the "Preserve file dates" option and vise versa. (see attached image)

Which TC version do you use, and from what source are you uploading from? When uploading from a local or network drive, the FTP upload dialog is much larger and has more controls than what is shown in your screenshot. I don't get "Preserve file dates" option, but that may be because of my FTP server not supporting such feature.
Also: Which language (file) are you using? Maybe some customized one?

The filename of your screenshot indicates that you are using TC 9.5b6 - this is not how the FTP upload dialog looks like here by me with internal English dialog - here is how it looks in my TC 9.5b6 x64: https://madsenworld.dk/tcmd/ftpuploaddialog.png
The line "Preserve file dates" can be missing if the server does not support it. But the line "Upload in background (separate thread)" is never missing here. Neither is the "Only files of this type:" section.
I also notice that the Total Commander icon in the upper left corner of your sceenshot is mising

I posted in this thread that concerns the 9.5 beta for that very reason it regards this version 
You seem to have missed that I wrote it was upload from within a ZIP file - that brings up a slightly different dialog box... As for the screenshot I've never seen any icon in the upper left of the dialog box window...

You seem to have missed that I wrote it was upload from within a ZIP file

In that case I can confirm your observation for both 32bit and 64bit TC 9.5b6
The bug was apparently introduced in beta 5:
13.11.19 Added: Upload from archive directly to FTP: Option to preserve timestamps if the server supports it (32/64)
Well the bug was not there in beta 4I posted in this thread that concerns the 9.5 beta for that very reason it regards this version
