Maybe this could help...
I updated list from credits.htm in Help file with data from https://www.ghisler.com/languages.htm I believe those are correct.
I also removed discontinued languages.
For translations not included on https://www.ghisler.com/languages.htm I took data from Help file and added <!-- from help --> on the end of a line. I can't be sure about those.

Hello petermad! I´ve installed the updated Languagebar v. 1.05 in TC 10.00 which worked as well as previous versions in Windows 8. Now I´m working with old programs in a pc with Windows XP Sp3 and TC 10.00 helps me a lot, I have your Extended Menus and I want to install the language bar. My question is: when I double click in TC the file Languagebar105.zip nothing happens, it doesn´t install the update and I cannot find the language.bar file to drag to TC menus. As I remember I´ve installed TC 10.00, then installed the Extended menus and I didn´t modify anything till I tried installing the Language bar. Is there anything I can do to revert TC to the time when I double-clicked a file with plug installation info it installed the plugin? Thanks a lot in advance for your help!!!

The setting "Configuration" -> "Options..." -> "Packer" -> "Treat archives like directories" has to be enabled for TC's auto-installer to work

Thank you very much for your prompt reply. I read the links you sent me as well as the ones referring to plugins on the wiki. The "Treat files as directories" option was enabled. So I kept trying to install the languages with no luck, that is to say without being able to do so. As I was not going to give up and only by chance I read the wincmd.ini file carefully and I found a line (# 77) with the option AutoInstallPlugins = 0 and just to test I changed it to AutoInstallPlugins = 1 and that was the solution. I mention it in case the same thing happened to someone else since I did not know of such an option.

My bad, I didn't think of mentioning the AutoInstallPlugins parameter, since it can only be set manually by adding it to the wincmd.ini file - not something one accidentally does.
