Settings files in about dialog

..\Total Commander\wcx_ftp.ini

but i dont have "wcx_ftp.ini" in this driectory ¯\_(ツ)_/¯

Still, that is the location for that file.

Just change any setting for FTP and you will see. For example:
* Net -> FTP Show hidden files
* Configuration -> Options -> FTP -> Use passive mode by default

Or utilize on time menu "Configuration > Change Settings Files Directly..."
